Allow for multiple product discounts on the same product

In 8.7.0 Litium stopped allowing multiple product discounts on the same product (Login). Is there a way to activate this again?

We have B2B-customers that have a campaign on some products and we would like them to also receive the discounts that everyone else gets, not just the best discount but both.
