Are events handled differently by (the new) EventBroker and (the old) EventManager?

While events handled by Litium.Events.EventBroker are only fired in the same application that raised the event, events handled by ModuleECommerce.EventManager, e.g. CampaignActivated, seem to be fired on all applications. Is this correct?
