Paypal canceled by user

We have some customers where paypal fails to capture the amount.
we get paymentstatus: InitiatedCompleteTransaction
The transaction message looks like this:

13.12.2020 10:43:02 PayPal Init Auth CorrelationID: 783904ae8feb3
2020-12-13 10:44:09 PayPal: Reserve succeeded.
2020-12-13 10:44:24 PayPal: Canceled by the user.

But on the customers paypal account it looks like the amount is reserved and not yet collected.

What does InitiatedCompleteTransaction mean? can´t find any documentation on this state.
Did it start to collect the payment and got stuck?

So InitiatedCompleteTransaction means “We are trying to capture” but for some reason payment provider did not reply any results.
If the user cancels the payment then it does not matter if the amount is reserved there will be no charge on that payment and the reservation will get cleared automatically after few days.
