You need to add Litium.Web.Application to your Litium.Accelerator references.

The TargetGroupConditionBase<T> that is used in the example is in one of the implementation assemblies of Litium that we not have backward compatibility on, better that you use Litium.Web.Customers.TargetGroups.ITargetGroupCondition<T> directly that we have backward compatibility on.
