Is it only possible to set price inc VAT on a campaign with specific price on a article?

Yes, the price for campaign prices need to be with VAT.

Is this still true in Litium 8? I have a customer that only work with prices without VAT all over the platform. Would it be possible to override this behaviour?

Yes, it’s true also for Litium 8 and there is no way to override that.
