We had the issue with Pay_By_Card, and fixed it by an upgrade as mentioned in Klarna Pay_By_Card error
but now when we test with the denied user, it still seems to place the order successfully, is it supposed to work like this?

I could not reproduce the behaviour when trying with the Swedish denied test user.
However, the Klarna Checkout iframe and the data entered there is not under Litium’s control. It is Klarna that handles this data. So, if you are seeing unexpected behaviour in the iframe with Klarna’s test data, you need to ask Klarna about that.
